• Theory of Bureaucracy: Max Weber’s theory of Bureaucracy, characteristics, advantages, disadvantages
• Approaches to Public Administration: Managerial, political and legal approaches to Public Administration.
• Models of Public Administration
• Budgeting and Financial Management: Budgeting as an instrument of fiscal policy, budgeting as an instrument of public policy, budget as a managerial tool, approaches to public budgeting.

Course Synopsis
The objective of this course is to provide fundamental knowledge about public administration, the importance and operations of public agencies and the impact of government in public organizations at all levels. Further this course will boost the skills and expertise that will move the students toward careers as public manager.
