Introduction to Strategic Environmental Assessment. SEA principles and processes: basic principles for SEA, institutional dimension, stages and steps for undertaking. SEA challenges of strategic development co-operation: legal requirements for SEA, SEA supporting donors’ harmonization and alignment efforts, development approach, SEA in decision-making hierarchy, SEA as a continuum of applications. Relationship of SEA with other policy appraisal approaches: Benefits of using SEA in development co-operation, integration of environment and development, identification of unexpected potential impacts of reform proposal, improving identification of new opportunities, building public engagement in decision making, Facilitating transboundary co-operation. Case studies of SEA in Pakistan. Future directions: improving SEA quality and effectiveness, sustainable approaches.
Course Learning Outcomes
Strategic Environmental Assessment (SEA) course aims to:
1. Understand why SEA tool is needed for environmental planning and policy making, its scope of application, and its potential benefits.
2. Explain when to conduct SEA, who can conduct SEA, and how to choose and conduct a SEA process.
3. Provide SEA understanding through case study examples.
The outcome of the course will include the clear understanding of Strategic Environmental Assessment (SEA) in the ecosystem and its implication to enhance the Environmental quality and development.
