• Introduction to Public Administration: Definition of Public Administration, State and Government, Pillars of State. • Scope of Public Administration: Why study public administration, issues in public administration theory and practice, what do public administrators do? • Difference between public and private administration • Evolution of Public Administration: Scientific Approach, Human Relations Approach, Behavioral theories. • Theory of Bureaucracy: Max Weber’s theory of Bureaucracy, characteristics, advantages, disadvantages • Approaches to Public Administration: Managerial, political and legal approaches to Public Administration. • Models of Public Administration • Budgeting and Financial Management: Budgeting as an instrument of fiscal policy, budgeting as an instrument of public policy, budget as a managerial tool, approaches to public budgeting. • Decision Making: Traditional managerial approach, New Public Management and decision making, Political approach to decision making, Legal approach to decision making • The Management of Human Resource: Merit system in public employment, civil services, state and local personnel systems, the personnel process, recruitment, selection and training process, spoil vs. merit system. Course Synopsis

The objective of this course is to provide fundamental knowledge about public administration, the importance and operations of public agencies and the impact of government in public organizations at all levels. Further this course will boost the skills and expertise that will move the students toward careers as public manager.
