Theory: Methods of estimating the cost of development plans and individual projects and means of financing. Effect of affordability on the densities and space standards. Capital improvement programming. Internal rate of return (IRR) and Cost Benefit Analysis. Time value of money, compounding and discounting measures for development projects. Preparation of development budgets and planning, project appraisal. Practical: Assignments on costing and financing of schemes, using affordability models and cost benefit analysis of a project
